The Assistant Vice President for Campus Planning and Real Estate
Development reports to the Senior Vice President for Administration.
Guided by the priorities established in the University of Baltimore
Facilities Master Plan, the Assistant Vice President provides the
professional leadership required for the successful implementation
of the plan. The Assistant Vice President also provides leadership
for the development, negotiations, and implementation of various
public/private partnership initiatives that are prominent features
of the University's Master Plan. Duties include:
Management and required updates of the University Facilities Master
Plan.
Preparation of annual capital budget requests and multi-year capital
plans.
Preparation of facilities renewal and construction budgets, including
system-funded construction budgets.
Develop project plan presentations for submission to Board of Regents.
Perform strategic, financial feasibility and market analyses.
Conduct legislative/regulatory analyses related to real estate matters.
Coordinate all campus development projects.
Represent the University to University System of Maryland and state
officials regarding space planning matters and represent the University
at meetings of various community organizations.
Gather data, interpret needs, conduct interviews and develop and
analyze options for projects.
Negotiate and manage all real estate development projects, including
public/private partnership initiatives.
QUALIFICATIONS:
Requires a bachelor's degree in real estate development, city or
regional planning, or related field, and minimum seven years of
professional experience with increasing responsibilities. Must have
an understanding of the unique facilities requirements of an urban
academic institution and its programs and local, state and federal
regulatory requirements. Must be a change manager who has outstanding
communication abilities, including the ability to effectively present
information to diverse groups. Requires strong knowledge of real
estate development practices and methods, including understanding
the dynamics of residential and commercial projects, financial and
market feasibility studies, and public-private partnerships. Must
have proven knowledge and successful experience with project management,
fiscal planning and control, land use planning and design, contract
management and building and safety codes, as well as local, state
and federal regulatory requirements. Requires familiarity with master
planning, land planning, site analysis, development agreements,
zoning and density concepts and real estate law. Must have demonstrated
success in real estate planning and be able to work in a fast-paced
and schedule-driven environment. Advanced postsecondary education
and experience in higher education is preferred but not required.
