We have an opening for a Senior Real Estate Officer at the University of California Systemwide office. The vacated position was our Assistant Director for Privatized Development. We have posted the position as either a Real Estate Officer or Senior Real Estate Officer and depending on the experience of the preferred candidate, we will elect position and salary accordingly. For a candidate with sufficient public-private partnership, ground lease and strategic planning experience and skills, we will consider classification and hiring at the Assistant Director level. $70,800 - $99,100 (Midpoint - MSP III Level)
$77,700 - $108,800 (Midpoint - MSP IV Level)  

The Real Estate Officer is an integral part of teams responsible for: (i) planning, evaluating and negotiating purchase, sale and ground lease transactions, and (ii) developing and overseeing University policies and procedures for all University real estate transactions. This is a career ladder recruitment. The position classification level at time of hire will be dependent on the selected candidate's background, qualifications and experience.  

Job Duties - Overview

The duties assigned to this position may be performed at one of two grade levels.

At the MSP III level, the incumbent will perform responsibilities under the direction of and in consultation with the Director-Real Estate Services Group, serving as a subject matter specialist, advisor and consultant in regards to real estate planning, evaluation and negotiation of purchase, sale and ground lease transactions. Transactions for which the incumbent is responsible are predominantly below $20M and usually are of standard complexity or contain only one or two elements of unusual complexity (e.g., multiple party transactions, outside financing, private sector delivery of auxiliary services on campus etc.).

At the MSP IV level, the incumbent works under the broad direction of the Director, providing technical advice to and consulting with campus and University senior managers and others in regards to strategic real estate planning, evaluation and negotiation of purchase, sale and ground lease transactions. Transactions for which the incumbent is responsible are predominantly above $20M and regularly contain multiple elements of unusual complexity (e.g., multiple party transactions, outside financing, private sector delivery of auxiliary services on campus etc.)

Planning/Acquisition/Sales

Negotiate the acquisition, sale and ground lease of campus-related properties and administer the University policy issues pertaining to such transactions.

Assist campuses by providing technical assistance and recommendations regarding leases, receipt of real estate by gift, or development of campus property.

In addition, at the MSP IV level, will provide subject matter expertise and professional strategic support for special projects including site selection and predevelopment analyses including market demand, pricing, project feasibility and development residual analyses and direction of RFQ/RFP developer selections.

Real Estate and Financial Analysis

Advise Office of the President and campus senior managers and staff on real estate matters including market analyses and financial feasibility and sensitivity analyses for real estate transactions, transaction structuring and alternatives, site selection and solicitation (request for proposals), and development and property management issues.

Provide consultation and advice concerning inclusion area and campus property development, long range development plans, impacts of environmental issues on real estate transactions and consideration of "highest and best use" alternatives.

Perform special investigations on campus real estate matters not necessarily related to a particular transaction (i.e., title defects, easements and licenses, etc.) and prepare special reports on real estate topics as needed.

In addition, at the MSP IV level, will create and evaluate valuation, financing and transaction spreadsheet models; reach conclusions as to fair market value based upon research or the commission and review of an independent appraisal (MSP IV level).

Business Transaction Administration


Coordinate approval of transactions and execution of transaction documents by appropriate University authorities including the drafting of concise summaries of complex transactions.

Oversee (i) University policies and procedures as applicable to real estate transactions and (ii) transaction escrows through closing and follow-up on post-closing real estate issues as needed.

Represent the University in real estate related matters (i.e., public meetings, owner's meetings, response to public inquiries, etc.). In addition, at the MSP IV level, will assist the Director in evaluating, updating and as necessary, expanding University policies and procedures for real estate matters.

Due Diligence

Identify, conduct or oversee and document appropriate due diligence measures to protect the University's interests including valuation of the property, evaluate title conditions and oversee identification and resolution of issues including entitlements, environmental conditions, physical conditions, seismic capacity, tax, legal and contractual conditions.

Regental Review Process

Review, coordinate and, as necessary, prepare Regents' agenda items pertaining to campus real property transactions.

Job Requirements - Required

At the MSP III level:

Bachelor's degree in business, real estate, economics or a related field or an equivalent combination of education and experience and 5-7 years in commercial industrial or corporate real estate services that demonstrates a working knowledge of:

--Real property market analysis
--Real estate law
--Property operating and management practices
--Credit analysis principles and practices
--Physical planning and design concepts and practice

Experience negotiating real estate transactions that demonstrates knowledge of various negotiation methods as well as the ability to critically analyze a negotiation.

At the MSP IV level:

Bachelor's dgree in business, real estate, economics or a related field or an equivalent combination of education and experience and 8-10 years in commercial, industrial or corporate real estate services that demonstrates a thorough knowledge of:

--Real Property market analysis
--Real estate law
--Property operating and management practices
--Credit analysis principles and practices
--Physical planning and design concepts and pracices
--Construction types, processes and practices
--Land use entitlement process and the California Environmental Quality Act (or equivalent)
--Health and safety and risk management concepts and practice

Experience leading real estate negotiations and demonstrated ability to effectively use various negotiation methods as well as the proven ability to critically analyze a negotiation.

Experience performing strategic planning for corporate/institutional real estate decision making. Experience providing documentation and training in real estate practices and procedures.

Additional requirements for both levels:

Demonstrated experience with financial analytical techniques. Experience with and demonstrated ability to perform quantitative and qualitative analyses for major purchases including business case analysis and to present a distillation of the results of such analyses to senior management, as appropriate.

Demonstrated sensitivity to and ability to identify key issues critical to the sucess of a desired outcome; the ability to quickly research and collect pertinent information, to integrate essential information, and use that information to define and test options and alternatives; and the ability to develop recommendations and justification for the most productive course of action. This requires insightful and creative skill in reasoning and logic, and in quantitative analysis.

Excellent verbal and written communication and presentation skills, including the demonstrated ability to articulate ideas and issues clearly, concisely and persuasively to a variety of audiences.

Experience and demonstrated ability to critically evaluate legal contracts, draft contract business terms and work effectively with the Office of General Counsel to achieve acceptable terms and conditions.

Demonstrated ability to work calmly and effectively in situations under pressure and to manage time effectively in a changing environment.

Thorough knowledge of the Microsoft Office suite of software and experience in effectively using Word and Excel to create documents, reports and presentations.
